Documents Required

General Requirements for All Categories

Valid Passport

• Valid for at least three months beyond intended stay
• Issued within the last 10 years
• Must contain at least two blank pages

Photographs

• Two recent colour photographs (3 x 4 cm)
• Dated within 6 months
• Head should occupy 70%–80% of the photo area

Biometric Data

• Ten fingerprints will be collected during the appointment unless recorded in the last 59 months

UK Residency

• UK eVisa printout from UKVI with a valid share code

For University or Higher Education Students

Proof of Acceptance for Studies

• Official acceptance letter from the Romanian Ministry of Education confirming enrolment in a full-time course at an accredited state or private institution

Proof of Payment of Fees

• Proof of payment of tuition fees for at least one academic year

Proof of Finance

• Evidence of financial means equivalent to at least the minimum guaranteed gross salary per month, for the full visa duration

Proof of Accommodation

• Lease agreement, dormitory booking, or a notarised declaration from a Romanian resident confirming housing

Travel Medical Insurance

• Must cover the entire duration of stay in Romania
• Minimum coverage of EUR 30,000

Criminal Record Certificate

• Police clearance or equivalent issued by authorities in the applicant’s country of residence

Language Proficiency

• Proof of proficiency in the language of instruction, except for those enrolling in a preparatory Romanian language course

Consent of Legal Representative (Minors Only)

• If underage, written consent from both parents or legal guardian confirming permission to study and reside in Romania

For Pupil Exchange Scheme or Educational Project Participants

Proof of Acceptance

• Acceptance letter from the Romanian Ministry of Education
• Confirmation of enrolment in a pupil exchange scheme or legal educational project recognised in Romania

Organiser’s Declaration

• Proof from the organising institution stating it will cover all costs, including education, stay, and potential repatriation

Proof of Accommodation

• Accommodation with a Romanian host family or institution approved by the organiser, with normal living standards

Travel Medical Insurance

• Full coverage for the period of stay

Consent of Legal Representative (Minors Only)

• Written parental/legal guardian consent for the applicant to participate in the programme and reside in Romania

For Romanian-Origin Third-Country Nationals (Scholarship Holders)

Proof of Acceptance

• Letter from the Ministry of Education confirming enrolment at a Romanian state pre-university institution (high school level)

Proof of Accommodation

• Documentation confirming housing arrangements in Romania

Travel Medical Insurance

• Must cover the entire period of stay

Consent of Legal Representative (Minors Only)

• Written consent from parents or guardian

For Trainees in Unpaid Training Programmes

Professional Training Agreement

• Must include:
  • Training objectives and learning outcomes
  • Duration, supervision conditions, and working hours
  • Legal relationship with the host entity

Declaration from Host Entity

• Written statement assuming financial responsibility in case of overstay or illegal residence

Education Status

• Proof of graduation within the past two years or current enrolment in a higher education programme

Proof of Finance

• Means of support at the level of the minimum guaranteed gross salary per month

Proof of Accommodation

• Confirmation of appropriate accommodation provided by the host entity

Travel Medical Insurance

• Covering the full duration of stay with a minimum of EUR 30,000
